Hi, I'm an HR professional and recruiter. From my experience you should submit your real and truthful resume, but include a cover letter that explains that even though you have held more responsibilities, bigger titles, etc. that you are interested and excited about this job and why. It's true that you have a bit of an uphill battle, employers are afraid that overqualified candidates will leave their job as soon as they find a better one, and so they'll have wasted a lot of time and money on you. Knowing their fear, use a cover letter to really explain why this isn't true, and you have a great chance. Good Luck
